摘要: 基于溶剂型涂料与水性涂料涂装体系VOC排放水平及VOC排放成分谱的比较分析,提出了我国工业涂装VOC治理技术路线,即重在源头,全面推进粉末、水性、高固体分、紫外光固化等低VOC含量涂料;兼顾末端治理,着力提升VOC收集效率,从经济成本、减排效益、二次环境影响等方面开展喷漆废气、烘干废气治理技术的评估和筛选;针对不同工业涂装行业确定差异化的最佳可行控制技术。加强工业涂装VOC排放监管,制定覆盖"源头—过程—末端"的工业涂装排放标准体系,从执法监测、自行监测、台账管理等多个方面实施工业涂装VOC排放监控,以排污许可证为载体落实排放标准、总量控制、可行技术、自行监测、台账管理、执行报告、信息公开等要求,实现工业涂装企业全过程精细化管理。

Abstract: Based on the comparison of VOC emission and its composition between the solvent and waterborne coatings system, the technological roadmap for industrial coating VOC emission control is established. which is focused on some issues as follows. the source control comprehensive promotion of the low VOC content paints such as powder, waterborne, high solid content and UV paints; improvement of the VOC collection efficiency, and evaluation and selection of treatment for overspraying waste and drying gas emission based on the economic cost, emission reduction benefits and secondary environmental impact, etc. To strengthen the supervision of industrial coating, VOC emission standards system covering "source-process end "should be made; the ability of VOC enforcement monitoring and self-monitoring should be enhanced; and pollutant discharge permits should be issued to ensure the realization of emission standards, total emission control, best available technique, self-monitoring, account management, implementation report, information disclosure and so on.
