摘要: 总结了美国的清洁空气法、国家有毒空气污染物排放标准、最高可实现控制技术、控制技术指南等联邦法规政策,美国南海岸空气质量管理区、纽约州等区域涂料 VOC管控措施,以及涂料行业较为成熟的 VOC控制技术,并评估了其典型控制技术和政策法规的实施效益、经济影响。在此基础上提出了我国 VOC污染综合防治的建议,以期对“十二五”期间大气污染物联防联治有一定的参考价值。

Abstract: Since the 1960s, VOC control and management system was found to regulate American coating industry, because VOC pollution induced by coating industry had become a major concern. As a result the environmental benefits were achieved perfectly, which promoted the development of environment protection in the country. In this study, we collected the corresponding papers and investigated the relevant laws concerning VOC control in American coating industry, including American clean air act, national emission standards for hazardous air pollutants maximum achievable control technology, control techniques guidelines and regulations for south coast air quality management district and new york city. In addition, we analyzed mature control technologies and their investment accessed the benefit for technologies and rules, and effect on the development of economy, which provided guidelines and suggestions for VOC pollution treatment in our country. It may also offer some useful information for VOC control during the period of the 12th -five-year plan.
