摘要： 介绍了国际公约和国内法规对船舶涂料有毒有害物质的管理和控制要求，分析了船舶涂料行业执行这些要求的要点和难点，为船舶涂料生产企业的有毒有害物质管理和控制提供了解决思路。

Abstract: This paper reviews international conventions and national rules regulations in terms of management and control of toxic and hazardous substances in marine coatings, and analyses in detail the instructions and difficulties in implementation of these requirements in the marine coating industry, aiming to provide marine coating manufacturers with solutions to management and control of toxic and hazardous substances during production.
